Frances has lived most of her life in McKenzie County, moving back to family roots when her father was discharged from the U.S. Navy.  She is a graduate of Watford City High School and Jamestown College.

Frances is married to Kelly Olson.  Following a few years away from McKenzie County, mostly for school and military service, they returned to the Olson family farm and have raised a son and a daughter.

Prior to being elected Auditor in 1990, Frances worked as an income tax preparer, starting with Arno Wisness and later continuing on her own.

Frances has been active in her church and county associations, serving as president of the North Dakota County Auditors Association for 1997-1998.
